- Senior Technical Advisor to CAIRO AIR IMPROVEMENT PROJECT (CAIP)

CAIP is based on four principal vectors: the use of compressed natural gas (CNG) for the public transport vehicles; exhaust tests; the programme for combating lead pollution; and air measuring monitors. The Lead Pollution Abatement, headed by Dr. Safar, was created in response to the super-high levels of lead in the air.

The industrial lead smelters and heavy trucks, which have high emissions of lead, are to blame. Lead smelters create 40,000 to 55,000 tons of lead annually. The project implemented the Lead smelter action plan which resulted in reduction of Lead concentration in atmospheric air by 80%.

The Vehicle Emission Testing Program, headed by Dr. Safar implemented for the first time in Egypt emission testing for all type of vehicles as a condition for licensing. This was implemented in collaboration with the traffic department of the Greater Cairo Area

1998-2004

- Senior Technical Advisor to the Egyptian Environmental Policy Program, Air Quality Objective(EEPP)
EEPP is composed of three main components, establishing air quality strategy, establishing a strategy to replace diesel buses with CNG buses in public transportation and to draft lead remediation guidelines of lead smelters. Dr. Safar lead the team to issue the remediation guidelines and participated in the air quality strategy of Egypt.
